In 1976, he made a move to Tottenham Hotspur for £400,000, going on to make over 120 appearances for the club before being sold to Leyton Orient in 1980.

In 1986, Peter took on the role of player-manager at non-league Dartford, where he spent four successful years. He then returned to Southend United in 1993 as manager and went on to manage a variety of clubs over the next two decades, including Gillingham, Leicester City, Brighton & Hove Albion, Hull City, Crystal Palace, Wycombe Wanderers, and Bradford City.
Peter also had two significant spells managing the England Under-21 team. His first spell saw a record of 15 competitive matches played, with 11 wins, 3 draws, and 1 loss. However, he was controversially replaced by Howard Wilkinson. In his second spell, which he combined with his role at Hull City, he managed 16 matches, with 9 wins, 5 draws, and 2 losses. He left this role when Steve McLaren, the new senior England manager, advocated for a full-time Under-21 manager position.
In November 2000, while managing Leicester City, Peter took on the role of caretaker manager for England in a friendly match, during which he handed the captain’s armband to David Beckham and included several players he had previously managed at the Under-21 level.
